Twenty-five years ago the Texas Workers’ Compensation Commission (TWCC) was created to implement and enforce the “New Law.” On August 30, 1990, the TWCC issued its first proposed rules in 12 pages of the Texas Register. It was off to a start.

In the 2016 edition of the Texas Workers’ Compensation Manual, the Rules adopted by the TWCC and its successor agency, the Division of Workers’ Compensation (DWC), took up 402 pages of text. Summaries of just the important Appeals Panel Decisions took up another 117 pages. This has been a busy agency.

Since December of 2013, DWC has adopted, amended, and repealed approximately 45 rules and the Appeals Panel has issued approximately 100 Appeals Panel Decisions.

Forty-six years ago the Texas Workers’ Compensation Manual was first published. It has expanded over the years to over 1,000 pages of integrated information found nowhere else.

The 2016 edition includes all rules adopted by the DWC and the Office of Injured Employee Counsel as well as relevant rules adopted by the Texas Department of Insurance. The adopted rules are accompanied by commentary exclusive to the Manual informed by five decades of Texas Workers’ Compensation experience. All relevant statutory provisions are similarly accompanied by commentary and all significant Appeals Panel Decisions and court cases are summarized in a manner useful to the day-to-day practitioner.

Tens of thousands of copies of the Manual have been used over the years by attorneys (on both sides of the docket), adjusters, employers, medical providers, and governmental entities. We hope that you will join them.
